Keith Appling Charged with CCW

Keith Appling, 24, of Detroit has been charged with Carrying a Concealed Weapon in a Motor Vehicle and is expected to be arraigned today after 11:00 a.m. in 34th District Court in Romulus.

On June 18, 2016 at 1:30 a.m. Appling was driving his car when the police had him pull over and conducted a traffic stop at Hanna Street and Seven Mile in Detroit. During the stop it is alleged that the police discovered that Appling had a handgun under the driver's seat. Appling was immediately taken into custody.

Appling was arraigned on June 19, 2016 on the charge of Carrying a Concealed Weapon in a Motor Vehicle before Judge Lawrence Chastang. The probable cause conference is scheduled for June 30, 2016 at 8:30 a.m. in 36th District Court before Judge Gregory Bill. The preliminary examination is scheduled for July 7, 2016 at 9:00 a.m.

Detroit Man Shoots Police Officer and Self Evading Arrest

Donald Lee Simmons, 29 (DOB: 5/8/87), of Detroit, has been charged by Prosecutor Kym L. Worthy with one count each of: Resisting and Obstructing the Police Causing Injury, Felonious Assault, Felon in Possession of a Firearm and Felony Firearm. He has also been charged with two counts each of Resisting and Obstructing a Police Officer.

On June 18, 2016, at approximately 11:40 p.m., Simmons was observed by two Detroit police officers with a gun in his waistband, walking and then running near a location in the 15800 block of Prairie in Detroit. The officers pursued Simmons on foot and it is alleged that Simmons took his gun out of his waistband and, while struggling with one of the officers, Simmons fired his weapon, striking the officer. The defendant also shot himself in the hand during the struggle. Another officer at the scene was able to place the defendant in handcuffs, but Simmons fled the scene on foot. Shortly thereafter, officers captured Simmons and although he fought them, he was eventually placed under arrest. The officer and the defendant were taken to local hospitals for treatment for non-fatal gunshot wounds.

Magistrate Laura Echartea gave Donald Lee Simmons's a $250,000 cash or surety bond. His Probable Cause Conference is on June 29, 2016 and his Preliminary Examination is on July 5, 2016.

Redford Man Charged with Shooting Son on Father's Day

Prosecutor Kym Worthy has charged Howard B. Lowry, Sr., 48 (DOB: 10/1/67) of Redford, in connection with shooting his son, Marcus Ross, 23, on Father's Day. On June 19, 2016 at approximately 5:00 p.m. at a location in the 10030 block of Mercedes, the defendant had an argument with his 16-year-old son that became physical. Lowry's other son Ross intervened when he saw the defendant hitting the 16-year-old. It is alleged that the defendant became upset, went to his bedroom and retrieved his shotgun. Lowry then went into the living room and shot Ross once in the abdomen while Ross's one-year-old son was standing by him. A uniformed officer responded to the scene and the defendant was placed under arrest. Ross was transported to a local hospital and is currently receiving treatment for the gunshot wound he sustained.

Lowry has been charged with: two counts of Assault with Intent to Murder, Child Abuse Fourth Degree, Felon in Possession of a Firearm and Felony Firearm. He is expected to be arraigned in 17th District Court in Redford Township at 10:00 a.m. on Wednesday, June 22, 2016.

Charles Maguire - American Airline pilot charged with Operating an Aircraft Under the Influence of Alcohol will be in 34th District Court was arraigned today in 34th District Court and he received a $10,000 personal bond, ordered drug and alcohol testing. The pretrial hearing is scheduled for July 15, 2016 at 9:00 a.m.

Charles Pugh Charged With Six Counts of Criminal Sexual Conduct

On Wednesday, June 22, 2016, Prosecutor Kym L. Worthy charged Charles Pugh, 44, of New York, in connection with sexually inappropriate behavior with a 14-year-old teenage male that occurred between September 2003 and May 2004. The complainant is currently 27-years-old.

In June 2003, the 14-year-old Detroit teen met Pugh for the first time when he went to the Fox2 news station with a theater group to perform. At that time, Pugh was working as a reporter and anchor at the station. The complainant approached Pugh about an internship and they exchanged phone numbers. The teen did not work as an intern at Fox2, but during the summer of 2003, at Pugh's invitation, the teen went to Pugh's Detroit apartment several times. Pugh and the complainant kept in touch by phone and text messages. It is alleged that Pugh had inappropriate sexual contact with the complainant at Pugh's home in Detroit from September 2003 through May 2004. The complainant was 14 and 15 years of age at the time of the alleged contact. The specific facts and evidence in the case will be presented in court at the preliminary examination.

Pugh has been charged with three counts of Criminal Sexual Conduct, which carries a maximum penalty of life in prison, or any term of years. He has also been charged with three counts of Criminal Sexual Conduct Third Degree, which carries a maximum penalty of up to 15 years in prison.

Information regarding the charging of Pugh was not released yesterday by the Wayne County Prosecutor's Office because the defendant was not in custody at the time. This morning Pugh was arrested without incident at his home in New York City. The U.S. Marshall Service for the New York and New Jersey Regional Fugitive Task Force coordinated the arrest of Pugh with the Detroit Fugitive Apprehension Task Force. Updated information regarding his extradition and arraignment will be provided when it is received.

"Despite what the defendant has meant to the City in the past, and the positive work he did here, we cannot and will not turn a blind eye to these alleged facts," said Prosecutor Worthy.

Charles Pugh has been arraigned on the charges and will be extradited from New York on his next court date on July 7, 2016.

Detroit Man and Woman Charged in Fatal Shooting on Snowden Street

Prosecutor Kym L. Worthy has charged Victoria Solomon, 27(DOB: 10/9/88) and Montez Maxwell, 19 (DOB: 9/1/97), in connection with a fatal shooting of Tyrone Delaney, 26. All of the parties lived in Detroit. On June 22, 2016 at 1:45 a.m., outside of a house in the 16500 block of Snowden, Solomon had an argument with Delaney about their children. While the argument was going on, it is alleged that Solomon reached into her purse and gave Maxwell a handgun. It is also alleged that Maxwell went up to Delaney and shot the victim multiple times. The Detroit Police and medics were called to the location. Delaney was pronounced dead at the scene. Solomon was arrested on June 22, 2016 by Detroit police officers. Delaney fled on foot from the scene and later turned himself into the police.

Each suspect has been charged with one count of First Degree Premeditated Murder and one count of Felony Firearm. Both defendants were arraigned today in 36th District Court. The probable cause conference is scheduled for July 1, 2016 at 9:00 a.m.; the preliminary examination is scheduled for July 8, 2016. Both hearings are before 36th District Court Judge Patricia Jefferson.

Southfield Man Charged in Road Rage Incident

Prosecutor Kym Worthy has charged Michael Ziccarelli, 62, (DOB: 4/30/52) of Southfield, in connection a road rage incident that happened on June 21, 2016 at 6:15 p.m. on the Lodge Freeway and Schaefer in Detroit. It is alleged that the defendant rammed the car of a Southfield woman, causing her car to crash into the wall. The defendant armed himself with a rifle, got out of his car, approached the Southfield woman's car and pointed the gun at her. The defendant made eye contact with a Detroit woman who stopped to assist the Southfield woman. The defendant was armed and got back into his car. He was about three car lengths away from the Detroit woman when he fired the gun at her. The defendant pointed his rifle at a Livonia man, a Wyandotte woman, and a Grosse Pointe man; they left the scene. Michigan State Police officers and Detroit Police officers arrived at the scene and the defendant surrendered without incident.

Ziccarelli has been charged with two counts of Assault with Intent to Murder, two counts of Assault with Intent to do Great Bodily Harm, six counts of Felonious Assault and Felony Firearm.

The arraignment on the warrant was held before Magistrate Dawn White. The probable cause conference is scheduled for July 1, 2016 at 8:30 a.m. The preliminary examination is scheduled for July 7, 2016 at 1:30 p.m. Both hearings are before 36th District Court Judge Deborah Langston. The defendant received a $500,000 cash/surety bond.
