Prosecutor Kym Worthy has charged Raymone Raylee Debose, 18 of Clinton Township, Marquis Lamar Goins, 18 of Detroit, and Karim Blake Moore, 18 of Clinton Township, in connection with the June 22, 2024, homicide of Bradley Reckling, 30. Mr. Reckling was an Oakland County Sheriff Deputy killed in the line of duty in Detroit while working with an auto theft task force.

On June 22, 2024, at approximately 10:48 p.m., Reckling was operating undercover and investigating a stolen SUV around Park Grove and Schoenherr in Detroit. Deputy Reckling saw the stolen vehicle he sought, and it is alleged that Defendant Debose fired a handgun from it, fatally striking Deputy Reckling. Medics arrived on the scene and transported Deputy Reckling to a local hospital where he succumbed to his injuries.

It is also alleged that Defendants Moore and Goins were in the vehicle with Debose at the time of the shooting and fled with him afterwards. They are alleged to be accessories after the fact to Debose.

The evidence in the case will show that Deputy Reckling became aware of an auto theft ring in November 2023. He continued investigating crimes associated with that ring up to the day he was fatally shot. More complete facts and evidence will be placed on the record at future court dates.

While investigating the homicide of Deputy Reckling, the investigation revealed an alleged continuing criminal enterprise including at least four carjackings, four additional stolen vehicles, and eight counts of weapons being carried in vehicles, all spanning Wayne, Oakland, and Macomb Counties. The criminal activity occurred from November 2023 through June 2024, and culminated in murder of Deputy Sheriff Reckling.

As a result, this case has been charged as a Continuing Criminal Enterprise. See Attachment, Elements of Conducting CCE.

The Wayne County Prosecutor's Office must acknowledge the extensive and complex work done by the Homicide Task Force, comprised of Detroit Police officers and Michigan State Police troopers, as well as intelligence analysts from both agencies. The investigation received vast amounts of social media, cell phone, cell tower, and video records and these analysts worked through that evidence over countless hours these past four months.

Statement of Wayne County Prosecutor Kym Worthy

"When we started working on this case, we had no idea that it would lead where it did. Deputy Recking, who thought he was simply recovering a stolen car, was really pulled into what turned out to be a violent and far reaching, car theft and carjacking criminal enterprise," said Prosecutor Kym Worthy.

Statement of Detroit Police Chief James White

"On behalf of the Detroit Police Department thank you Prosecutor Worthy and your staff for the careful and professional handling of this complicated case," said Detroit Police Chief James White.

"Thank you to Detroit Homicide Detectives, and Michigan State Police for your tireless pursuit of justice for Deputy Reckling and his family. Our deepest condolences remain with the Reckling family and our fellow law enforcement brothers and sisters of the Oakland County Sheriff's Department. It is our hope that today's announcement helps a bit with your grief and healing process."

Statement of Oakland County Prosecutor Karen McDonald

"Deputy Reckling's murder was devastating for the entire community, particularly the law enforcement community, and especially for his family. Today is important because it's a first step towards justice," said Oakland County Prosecutor Karen McDonald.

Statement of Oakland County Sheriff Michael Bouchard

"Holding the individuals accountable in the senseless murder of Deputy Brad Reckling is one of our highest priorities," Oakland County Sheriff Michael Bouchard said. "We appreciate all the work that the Detroit Police Department and the Wayne County Prosecutor's Office has done to date and look forward to the perpetrators receiving the highest punishment possible. While that will never fill the void of husband, father, son, brother and friend to many, it will at least provide a sliver of justice."

The case will be prosecuted by Assistant Prosecutors Matthew Penney and Rana Hadied of the Wayne County Public Integrity Unit. The defendants were arraigned this afternoon in 36th District Court via Zoom before Magistrate Laura Echartea. Defendant Debose was remanded to jail, Defendant Goins received a $1 million cash bond, and Defendant Moore received a $250,000 cash bond. A bond re-determination hearing for Goins and Moore is scheduled for November 1, 2024, at 9:00 a.m., before Judge William McConico. The Probable Cause Conference is scheduled for November 8, 2024, at 8:30 a.m., and the Preliminary Examination is scheduled for November 14, 2024, at 1:45 p.m., before Judge Aliyah Sabree.
